Why is the SKJ048P1 so rare?

I was scrolling through Watchuseek and stumbled upon images of the Seiko Kinetic SKJ048P1. "Gorgeous!" I said, "a 2-tone submariner-ish watch from a great company, with even a titanium case! Should be relatively affordable!" Then I saw that they were going for over $1000, and my heart sank

My research into this pieces suggests its quite rare - why is this? What happened in the 90s that caused this looker of a watch to become so difficult to find today?

I mean it's just gorgeous...
